Russian authorities have started forcibly relocating Ukrainian citizens from territories under Moscow’s control to Siberia under plans to develop the latter region, a Ukrainian group has claimed.
Plans for the ‘Siberia Development Program’ were launched by former Russian defense minister Sergei Shoigu, the ‘Resistance NGO’ group reported on its website.
‘Resistance’ describes itself as advocating for “accountability, integrity and transparency” in government as well as individual rights and freedoms.
The group cited research by the National Resistance Center (CNR) as suggesting the plans are a front for ‘demographic reshaping’ and preparation for the mass eviction of residents of the occupied Ukrainian territories.
The CNR is a project of the Special Operations Forces of Ukraine, focused on training and coordinating resistance movements in Russian-occupied territories.
The center claims that Moscow’s plans for Siberia, which it describes as “devastated,” are to rebuild the region not with Russian labor but using “the population of the newly occupied Ukrainian regions: Kherson, Zaporizhzhia, Donetsk and Luhansk,” the Resistance NGO wrote.
“CNR analysts note that Siberia is devastated, young people are fleeing, and mobilization has killed hundreds of thousands of men,” Resistance NGO added.
‘Industrial empire’
CNR has in the past depicted Siberia as hit by environmental damage, resource depletion and depopulation.
The Siberian Development Program is part of wider imperial plans by Moscow involving an “industrial empire” in the east to be built “with the hands of Ukrainians,” Resistance reported.
CNR claims that Russian authorities are already laying the groundwork for mass deportations and have directed public institutions to “identify employees for possible long-term business trips to the Far East and the Angara-Yenisei macroregion [a vast swathe of Central and Eastern Siberia].”
Managers of schools, hospitals and other public bodies have been instructed in letters marked ‘urgent’ to identify “employees not burdened by family circumstances,” CNR said.
Resistance commented that this approach targets “the most vulnerable,” who can be “most easily deported without significant public resonance.” Resistance added that this policy is reminiscent of Soviet-era practices from the 1940s and 50s.
“The essence of imperial policy remains unchanged: first, passportization, then ‘business trips,’ then ‘state resettlement programs,’ and finally, a complete change in the demographic composition of the occupied regions,” Resistance wrote.
