The General Staff of the Armed Forces of Ukraine predicts that the Russian military command may withdraw experienced personnel from the right bank of the Dnipro river in Kherson Oblast and leave conscripts there to deter the Ukrainian Armed Forces’ offensive.
Source: Brigadier General Oleksii Hromov, Deputy Head of the Main Operational Directorate of the General Staff of the Armed Forces of Ukraine, at a briefing on 20 October
Quote from Hromov: “Concerning the Kherson front… Russian units may move from the right-bank part of Kherson Oblast to the left-bank part.
We are considering one option, namely that the Russians may retreat and leave newly conscripted soldiers there first and foremost to deter the Ukrainian forces, to cover the retreat of their troops and transfer the most combat-ready units in advance to the left-bank part of Kherson Oblast.”
Details: Hromov also emphasised that the General Staff realises that the Russian conscripts will not be able to offer strong resistance against the Ukrainian forces.
He said that no matter what decisions are made by Russia’s military and political leadership, the Armed Forces of Ukraine are fulfilling their liberation objectives and will continue to do so.
Background:
- Earlier, it was reported that Russian occupiers are transferring military equipment and personnel from the right to the left bank of the Dnipro river in Kherson Oblast against the backdrop of the recent rapid successful liberation of the oblast by the Ukrainian Armed Forces.
- Representatives of the occupation “administration” of the city of Kherson and Kherson Oblast have claimed that they are planning to evacuate approximately 50,000 to 60,000 residents from 4 right-bank districts of Kherson Oblast to the left bank of the Dnipro river or to Russia due to alleged preparations for a counteroffensive by the Ukrainian Armed Forces.
- Vladimir Saldo, a collaborator and a Russian-appointed official in Kherson Oblast, claimed that the so-called administration of Kherson Oblast had decided to move to the left bank of the Dnipro river in connection with the alleged preparations for a by the Ukrainian Armed Forces.

“… Russians may retreat and leave newly conscripted soldiers there first and foremost to deter the Ukrainian forces, to cover the retreat of their troops and transfer the most combat-ready units in advance to the left-bank part of Kherson Oblast.”
That might or might not work as planned. However, what is for sure is that virtually all heavy materials will remain on the right bank. They will be welcome gifts for UA forces.
Looks like they will use mobiks and people of Kherson as human shields for their “goodwill gesture”.
