The demographic situation of the aggressor country Russia is rapidly deteriorating – there is an accelerated aging of society. In particular, the share of the population under the age of 35 has decreased from 55% (in 1990) to 40% in 2025.
The pace of this decline has noticeably accelerated after 2020. Such dynamics “form long-term risks for the economy, labor market, and social stability of the country,” the Foreign Intelligence Service of Ukraine noted.
Sustainable trends

“The data clearly record a steady trend of demographic aging in Russia. If current trends continue, by 2040 the share of the population under 35 years of age may decrease to 30%,” the SZR calculated.
This will mean the country’s transition to the model of an “aging society”, typical of the most demographically depleted states.
Another persistent trend of the Russian demographic crisis is a sharply expressed gender imbalance in favor of women. Thus, starting from the age of 25–30, Russia ” has recorded an accelerated extinction of the male population.”

“According to expert estimates, the median resident of Russia in 2040 will be a woman aged 50–55. Therefore, the war not only has direct military and economic consequences, but is also a powerful catalyst for long-term demographic degradation,” the SZR notes.
The formation of a ” society of elderly women” will inevitably change social demands in the country, the intelligence report adds. Russia is predicted to see increased demand for social conservatism, rigid stability, and increased security measures – characteristic features of aging and physically vulnerable societies.
Impact on the economy
Moreover, under such demographic conditions, the potential for economic renewal, innovation, and dynamic development for Russia is significantly decreasing, according to intelligence.
As OBOZ.UA reported, Putin has already publicly acknowledged the slowdown of the Russian economy amid a budget deficit of 2.6% of GDP and a drop in oil and gas revenues of almost 24% in 2025. To close the budget hole, the Kremlin resorted to raising taxes and excise duties, ” actually shifting the financial burden of the war and sanctions onto its citizens.”
