The Russian authorities are going to declare part of the water area in the east of the Gulf of Finland, as well as near Baltiysk and Zelenogradsk in the Kaliningrad region, to be internal sea waters of the Russian Federation .
The Moscow Times writes about this with reference to a draft government resolution. The document states that the geographic coordinates established in 1985 “do not fully correspond to the current geographical situation.”
On the Finnish border, the Russians want to adjust the coordinates in the area of the islands of Jähi, Sommers, Holland, Rodsher, Maly Tyuters, Vigrund, as well as near the northern entrance cape of the Narva River. And on the Lithuanian border – in the area of the Curonian Spit, the areas of Cape Taran, the cape south of Cape Taran and the Baltic Spit.
After this, the Russian Federation intends to change the location of the maritime border. Journalists note that this resolution was brought up for discussion almost simultaneously with the start of exercises with tactical nuclear weapons.

I think Putin is planning on cutting a new border line somewhere past existing battle lines with the use of small nuclear warheads . Essentially sterilizing large chunks of Ukrainian land to create his so called grey zone. This enables him to capture all the land and resources currently under Russian control. Then claim the special operation is over.
The 2nd phase would look something like this. if Ukraine attacks the newly occupied lands after Russia claims the operation over would give Putin a viable reason to “defend his territory “ and potentially use larger nuclear weapons against Ukrainian until either , Ukraine yields and surrenders or Putin and his cronies are taken out essentially ending the war.
This war a a dam fiasco.
True, the West has made it into a fiasco.
Ukraine’s military and government are not perfect, but they’ve shown almost superhuman courage, endurance, and determination. The same cannot be said by any of the major Western allies, who’ve shown only confusion, lethargy, cowardice, stinginess, and have nothing better to do than to attach various balls and chains on Ukraine’s potentials, and to provide countless loopholes in their weak sanctions.
