Russia is trying to provide basic public services to the population in the occupied territories.

Russian troops have not been successful in the encirclement of Severodonetsk, and in Mariupol and Kherson there is a critical situation with medical services and medicines.

This is stated in the daily British intelligence report on Twitter.

“Fighting continues around Severodonetsk. Russia again controls most of the city, but its forces have not been successful in trying to encircle a wider area from the north and south,” the report says.
