Rubio says Ukraine will have to cede territory as part of peace deal

The US Secretary of State stated that both Ukraine and Russia will have to make concessions.

Ukraine will have to make territorial concessions  as part of any peace agreement, US Secretary of State Marco Rubio said, The New York Times reports .

Rubio spoke to the press before heading to Jeddah, Saudi Arabia, for talks between U.S. and Ukrainian officials. During the conversation, he outlined his expectations for the upcoming talks.

“The most important thing we should leave here with is a strong sense that Ukraine is willing to do hard things, just as the Russians are going to have to do hard things, to end this conflict or at least to suspend it in some form,” the US secretary of state told reporters.

Rubio declined to outline a potential deal to the press but made clear that concessions from both sides would play a central role.

“I think both sides need to come to the understanding that there is no military solution to this situation. The Russians cannot conquer all of Ukraine, and it will obviously be very difficult for Ukraine to force the Russians to return to where they were in 2014 in a reasonable time frame,” he stressed.

Rubio also added that in future negotiations with Russia it is important to determine what Moscow is ready to give up for the sake of peace.

“We don’t know how far apart they really are,” he said.

The publication recalled that the United States has stopped sharing some intelligence data with Ukraine. However, Rubio emphasized that Washington continues to provide Kyiv with information that helps Ukrainians defend themselves against Russian attacks. In addition, he confirmed that Starlink is not going to restrict Ukraine’s access to satellite Internet.

The US Secretary of State added that the US is trying to demonstrate that it still has ways to force Russia to sit down at the negotiating table with Ukraine, hinting at US President Donald Trump’s threats to impose new sanctions against the Kremlin.

Rubio also shared that at the meeting in Saudi Arabia, the American and Ukrainian teams will likely discuss resuming military aid. According to him, Washington’s position on this issue may change if they believe that “Ukraine is serious about peace.”

“I can assure you: we will not provide military assistance to the Russians,” Rubio added.

In addition, the publication clarified that the negotiations in Saudi Arabia will most likely not discuss the agreement on the extraction of minerals, which Trump called “compensation for US military support for Ukraine.”
