Zelenskyy Says Abu Dhabi Talks Explored Paths to End the War, Next Round Expected Next Week

Ukrainian President Volodymyr Zelenskyy confirmed that trilateral talks between Ukraine, the United States, and Russia, held this week in Abu Dhabi, focused on the potential parameters for ending Russia’s war against Ukraine. He described the discussions as constructive and noted that a second round of meetings is tentatively scheduled for next week.
According to statements, publishedby Zelenskyy on social media, the talks involved high-level delegations from all three parties, including military and intelligence representatives.
“Very much appreciated is the understanding of the need for American monitoring and control over the process of ending the war and ensuring real security,” Zelenskyy stated.
The Ukrainian delegation was led by National Security and Defense Council Secretary Rustem Umerov and included Defense Minister Rustem Umerov, Chief of Military Intelligence Kyrylo Budanov, Joint Forces Commander Andrii Hnatov, lawmaker David Arakhamia, Ukraine’s UN Ambassador Serhii Kyslytsya, and Deputy Military Intelligence Chief Vadym Skibitskyi.
The US team included real estate executive and political advisor Steve Witkoff, Jared Kushner, US military official Alex Grinkevich, and representatives Dan Driscoll and Josh Gruenbaum.
Russia was represented by members of its military and defense intelligence services, though no official names have been publicly confirmed.
According to Zelenskyy, the primary focus of the two-day meetings was defining possible frameworks for ending the war. The parties reportedly discussed mechanisms for American oversight and verification of compliance with any future agreements.
Zelenskyy also mentioned that US representatives raised issues concerning the format in which any settlement could be formalized, including the security guarantees that would be necessary to implement it.
All sides agreed to report back to their respective capitals on the content of the discussions and to consult with national leadership before proceeding to the next stage.
“If there is readiness to move forward — and Ukraine is ready — further meetings will take place, potentially as early as next week,” Zelenskyy said.
According to journalist Barak Ravid of Axios, who cited Ukrainian officials on January 24, the talks were described as “positive” and “constructive.” He also reported that a second round of trilateral negotiations is expected to take place in Abu Dhabi next week.
Earlier, during the World Economic Forum in Davos on January 23, President Zelenskyy announced that he had reached an agreement with President Trump for the delivery of PAC-3 missiles for Ukraine’s Patriot air defense systems, calling it a concrete result of their bilateral talks.

The United States and the European Union are preparing a comprehensive ten-year Prosperity Plan aimed at rebuilding Ukraine after the war with Russia, Politico reportedon January 23.
The plan, detailed in an 18-page confidential document dated January 22, outlines a pathway to Ukraine’s economic recovery and accelerated EU membership.
The document, circulated to EU member states ahead of a summit in Brussels, lays out a financial strategy extending through 2040, including an immediate 100-day operational launch.
According to Politico, central to the plan is a commitment to mobilize up to 800 billion dollars in public and private investments—including 500 billion dollars pledged by the EU, US, and international financial institutions such as the IMF and World Bank over the next decade.
Additionally, the EU plans to allocate another 100 billion dollars in direct budget support and investment guarantees through its next seven-year budget starting in 2028. This funding is expected to leverage another 207 billion dollars in investments.
The US will establish a dedicated US-Ukraine Reconstruction Investment Fund to support critical sectors including minerals, infrastructure, energy, and technology. However, a specific amount has not yet been disclosed.
The prosperity plan is dependent on a ceasefire, which remains elusive. BlackRock, the world’s largest asset manager and a pro-bono advisor to Ukraine’s recovery effort, has stressed the difficulty of attracting private capital while the war continues.
“If you’re managing a pension fund, you’re responsible to your clients. It’s nearly impossible to invest in a war zone,” said BlackRock Vice Chairman Philipp Hildebrand during the World Economic Forum in Davos. “This will need to be phased in over time.”
The plan forms part of a 20-point peace framework that the US is seeking to negotiate between Kyiv and Moscow. A trilateral meeting between Ukraine, Russia, and the US is scheduled in Abu Dhabi on January 26–27.
Rather than acting solely as a donor, the plan envisions the US as a strategic economic partner and a “credibility anchor” for Ukraine’s recovery. It calls for direct involvement by American companies and experts on the ground, with Washington playing a leading role in mobilizing private capital.
Politico also reports that BlackRock CEO Larry Fink has taken part in Ukraine-related discussions alongside Jared Kushner and special envoy Steve Witkoff, indicating strong private sector interest in Ukraine’s future recovery.
Earlier, it was reported that the European Union has allocated its first $10 million toward the establishment of a Special Tribunal aimed at prosecuting Russian leadership for crimes related to the full-scale war against Ukraine.
