Residents of Engels complained that they have been living without heating for 10 days.

Residents of Engels, a city in the Saratov region, have been without heat and hot water for ten days amid freezing temperatures, which, according to Yandex Weather, are currently down to -25 degrees Celsius and will soon reach -29 degrees Celsius. In response to the incident, residents of several apartment buildings recorded a collective video message to the Chairman of the Russian Investigative Committee, Alexander Bastrykin, ASTRA reports .

According to Valentina, the petitioner, the heating was turned off on January 13, and since then, the temperature in apartments hasn’t risen above 13-15 degrees Celsius. Hot water is either unavailable or only lukewarm. Residents report that the problem affects about a dozen buildings, as well as a school and two kindergartens, where parents have only been advised to dress their children warmly.

Apartment buildings receive heat from Teploresurs LLC. Residents claim the outages are due to the poor condition of the boiler equipment and heating networks. They are requesting an inspection to determine who signed the winterization reports, suspecting the inspections may have been a formality.

Teploresurs LLC has significant debt. As of December 18, 2025, the company’s gas debt amounted to 132 million rubles, and resource suppliers have filed lawsuits with the Saratov Region Arbitration Court. The company, whose authorized capital is 10,000 rubles, was registered in 2014. Pavel Zvonilov is its director and owner.

In their appeal, residents also point to the inaction of Engels District Head Maxim Leonov and the administration. Following the publication of the video appeal, the Investigative Committee opened a criminal case under Article 293 of the Russian Criminal Code for negligence.

The situation in Engels is the latest in a series of similar incidents across the country. Yesterday,  it was reported that residents of Karabash in the Chelyabinsk region have been without heat for three days, with temperatures dropping to -30°C. Earlier, on January 15, the villages of Klyuchi and Malinovka in the same region were left without power, water, and heat for three days. Heating main failures also occurred in January in Omsk, the Kursk region, and the Ryazan region. Furthermore, in the Belgorod region, parents complained about the lack of heat in educational institutions in the region.

According to 7×7’s calculations, at least 123 heat outages have been recorded in residential buildings across Russia since the start of the 2025/2026 heating season by mid-December. This situation is occurring against a backdrop of critical deterioration of utility infrastructure. According to the Russian Ministry of Construction, network deterioration in the regions reaches 40–80% (90% in annexed Sevastopol), and the pace of their renovation, as noted by Alexander Yakubovsky, a member of the State Duma Committee on Construction and Housing and Utilities, is half that required, which, as the parliamentarian emphasized, inevitably leads to an increase in accidents.

  1. The deterioration of the mafia infrastructure is widespread and keeps on growing. Things will only get worse this winter and every following year thereafter, across the board. Mafia land is falling apart, yet it prefers burning hundreds of billions in a useless war.

  2. I’m sure putler will put this as top priority to be resolved immediately. The welfare of the sheep comes before everything else.
