Putin’s FSB rules stop Kazakhstan’s Black Sea exports

Shipments of Kazakhstani oil transported through the Caspian Pipeline Consortium (CPC) to Black Sea ports for Western markets have been suspended, Reuters reported on July 23.

The agency cited Russia’s new security regulations, signed into law by President Vladimir Putin, which mandate that foreign vessels obtain Federal Security Service (FSB) approval to access Russian ports. The decree stipulates that port authorities must coordinate with the FSB for foreign ship entries, and the measures took effect immediately.

According to Reuters’ calculations based on regional loading data, the lack of access for foreign vessels, which also disrupted Russian oil exports from the port of Novorossiysk, could affect over 2% of global oil supplies. This follows the EU’s recent sanctions against Russia, which complicated CPC operations.

Kazakhstan exports the majority of its oil—over 80%—through Novorossiysk via the CPC route, involving major Western companies like Chevron and ExxonMobil.

This disruption is critical for Kazakhstan, a landlocked country reliant on Russian infrastructure for oil exports. The delays and uncertainty also impact international corporations transporting goods through Russia.

Such risks heighten geopolitical tensions, prompting countries dependent on Russian ports to explore alternative routes through the Caspian Sea, Azerbaijan, and Turkiye.

    This will not go down well in Kazakhstan. This puts them into quite a bind, seeing the great importance of its oil sales for its very survival. Mafia land is hell bend to make trouble with all its neighbors. This is good for Ukraine, bad for the mafia state.
