Internal polling for United Russia reportedly found deep war fatigue, and public surveys show rising support for negotiations. Russians are not suddenly pro-Ukrainian; the danger for Putin is that more of them want the war ended, even if victory no longer looks realistic.

Because the war is consuming roads, fuel, air defenses, bridges, budgets, and public patience at the same time, the financial bill is moving toward ordinary citizens.
