Russian dictator Vladimir Putin has ordered military command to abandon the rules of war and has lifted all restrictions on strikes against Ukraine . President Volodymyr Zelenskyy told the Financial Times , citing information obtained by Ukrainian intelligence services.

“He said there are no rules now,” Zelensky said, citing intelligence that included intercepted conversations between Kremlin officials.

According to Zelenskyy, Putin gave this order in September, when Russia began intensifying air strikes on Kyiv, targeting schools, hospitals, and data centers. The Ukrainian president noted that the school strike clearly demonstrates how widespread the selection of such targets has become.

Zelensky noted that at the initial stage of the war, Moscow primarily targeted energy and military facilities, to which Ukraine responded in kind.

Now, according to him, Russian drones are not limiting themselves to hunting civilians in Kherson and Sumy, but are also attacking schools, communications centers, and data centers.

Zelenskyy stated that these attacks are aimed not simply at destroying infrastructure, but at “putting pressure on people” and instilling fear through incessant shelling.

Kremlin spokesman Dmitry Peskov stated that Russian forces are not targeting schools or hospitals. However, videos from social media, verified by the FT, indicate that civilian targets were also struck.

“The drone wreckage found at the site of the Kyiv school strike on Thursday and examined by FT journalists revealed Russian manufacturer markings and handwritten Russian inscriptions. Some parts were manufactured in Russia on July 28, while others were Western-made,” the publication notes.

Zelensky noted that since Putin failed to seize the territory of Donbas, he has now switched to tactics of “massive attacks and mass murder.”

“They failed to organize an occupation, and so now they are carrying out the same massive attacks and massacres,” he said, calling the campaign an attempt to intimidate civilians, force them to leave their cities and weaken Ukraine’s ability to continue the war.
