Russian President Vladimir Putin promised Friday to “immediately” order a cease-fire in Ukraine and begin negotiations if Kyiv started withdrawing troops from the four regions annexed by Moscow and renounced plans to join NATO.
Such a deal appears a nonstarter for Kyiv, which wants to join the military alliance and has demanded that Russia withdraw its troops from all of its territory. There was no immediate comment from Ukraine on Putin’s proposal.
“We will do it immediately,” Putin said in a speech at the Russian Foreign Ministry in Moscow.
His remarks came as leaders of the Group of Seven leading industrialized nations met in Italy and as Switzerland prepared to host scores of world leaders — but not from Moscow — this weekend to try to map out first steps toward peace in Ukraine.
Putin said his proposal is aimed at a “final resolution” of the conflict in Ukraine rather than “freezing it,” and stressed that the Kremlin is “ready to start negotiations without delay.”
Broader demands for peace that the Russian leader listed included Ukraine’s non-nuclear status, restrictions on its military force and protecting the interests of the Russian-speaking population in the country. All of these should become part of “fundamental international agreements,” and all Western sanctions against Russia should be lifted, Putin said.
“We’re urging to turn this tragic page of history and to begin restoring, step-by-step, restore the unity between Russia and Ukraine and in Europe in general,” he said.

No putler, your proposal is aimed not at a final resolution for Ukraine, but a final solution. You propose Ukraine withdraw from territory that the orcs don’t even control, restrict the Ukrainian military to make it easier for the next russian invasion, and Ukraine protect the same russian speakers that russia protected in Mariupol, by slaughtering them.
Many analysts have said this war won’t be won on the battlefield, and judging by the uncontrolled hysterics from the subhuman propagandists yesterday, they have a point. The new sanctions are going to cripple mafia land.
Let us again refer to the words of Kyiv-born Golda Meir, who said :
“You cannot negotiate with people who have come to kill you.”
Those words should be set in stone.
On a scale of magnitude, the putinaZi terror gang is 10 times more evil than any Arab terror gang.
Whether Ukraine does or does not join Nato is no business of russia. Would the putinaZis abandon the CRINK’s and the BRICS for Ukraine?
Thought not.
As it happens, Nato has proved itself to be rotten and useless.
The Budapest Memorandum should be immediately redrafted to eliminate all the Clinton loopholes, so that it is what it should be : a cast iron security treaty the same as Nato.
Negotiations can begin on the day that the putinaZis have withdrawn permanently and irrevocably from all Ukraine.
Close those loopholes, and return Ukraine’s nukes. That alone will secure Ukraine from ever being invaded again.

1/ hand over the $300 billion of sequestered putinaZi cash in full to Ukraine.
2/ sign over a percentage of the exploitation rights to Ukraine’s treasures, eg : white hydrogen, rare earths, uranium, gas, shale gas, oil etc, to Ukraine’s allies; in direct proportion to the level of assistance provided.
3/ give Ukraine carte blanche to strike anywhere in putlerstan.
