Russian economic growth was close to zero in the third quarter, the state statistics agency said Friday, as the costs of the Ukraine war and Western sanctions start to bite. Russia’s flagship oil price plunged to the lowest in over 3 years last week, with days to go until US sanctions are due to hit the nation’s two largest producers Lukoil and Rosneft.
