The vote to override a veto is a separate vote. So, even if 100% of both houses vote for a bill, that doesn’t mean it’s “veto proof”. It’s possible that if trumpkov vetoed the bill, there wouldn’t be sufficient republicans with the moral fortitude to stand up to trumpkov and vote to override the veto.

I believe Rubio said there were 72 cosponsors so far in the Senate. If they hold their votes it would easily override a veto. I expect about the same percent of support in the House.
Did Rubio actually say “veto-proof”? I see that on “Face the Nation”, Margaret Brennan said (in a question) that Lindsey Graham had a “veto-proof majority” on a bill to put sanctions on Russia. Rubio didn’t repeat the term.

I think it’s less likely that those in the Senate would fold on a vote to override than those in the House.
While initial votes on a bill can be an indicator, I think that overall, it’s impossible to say something is “veto-proof” when one is dealing with spineless jellyfish.
