Congress has repeatedly expressed outrage at the slow pace of funding allocations.

The administration of US President Donald Trump has told members of Congress that it will not spend the remaining $400 million that Congress has approved for aid to Ukraine until fiscal year 2029, despite Kyiv facing a severe shortage of weapons needed to repel Russian missile attacks, Reuters reports . 

The Defense Department sent a letter to lawmakers in May outlining its spending plan, the source said. Democrats and some of Trump’s Republican colleagues have criticized the Pentagon for delaying the aid to Kyiv, which was supported by bipartisan lawmakers last year.

The source told reporters that two months after the letter was sent, the funds still had not been paid or even secured under contracts. It is known that Congress has repeatedly expressed dissatisfaction with the slow pace of allocation of funds. 

“Zelensky is expected to meet with Trump at the White House on Tuesday, where he will continue to push for urgently needed air defense equipment and a deal with the United States on drones. After that meeting, he is expected to arrive at the U.S. Capitol to meet with all 100 senators. The House of Representatives is out of Washington for the summer recess,” Reuters quoted a source familiar with the plans as saying.

Two other sources said members of Congress are unhappy with the Pentagon’s timetable, which they consider too slow for the ongoing conflict. 

Given the delivery schedule outlined in the letter, the money will be allocated during the 2026 fiscal year, which ends on September 30, with the final delivery of all assistance scheduled for the year ending on September 30, 2029.
