The document rejects Trump’s special envoy to Ukraine Keith Kellogg’s initial proposals for a peace agreement.
A European intelligence service has seen a document compiled by an influential Russian think tank closely linked to the FSB that says Russia should work to weaken the US negotiating position on Ukraine by stoking tensions between the Donald Trump administration and other countries.

In addition, Moscow must advance its efforts to dismantle the Ukrainian state. This is reported by The Washington Post . The publication notes that the aforementioned document also rejects President Trump’s previous plans to conclude a peace agreement within 100 days. At the same time, it is noted that “a peaceful resolution of the crisis in Ukraine cannot happen before 2026.”
The document also rejects any plan to introduce a peacekeeping contingent in Ukraine. Moscow insists on “recognition of Russia’s sovereignty over the Ukrainian territories it has seized.” In addition, the document calls for “further fragmentation by creating a buffer zone in northeastern Ukraine on the border with Russian regions such as Bryansk and Belgorod, as well as a demilitarized zone in southern Ukraine near Crimea, which Russia illegally annexed in 2014.” The latter would affect the Odessa region, the journalists write.
The document also offers various ways to strengthen the negotiating position of the Russian Federation: the possibility of proposing access to Russian mineral resources for the United States is mentioned. It is noteworthy that this includes resources that are located in the occupied territories of Ukraine.
“The document proposes that Russia agree not to deploy its Oreshnik medium-range ballistic missiles in Belarus, on the border with the European Union, and in exchange the United States would agree not to deploy new missile systems on the continent. It also proposes that Russia stop supplying weapons to countries deemed “unfriendly” to the United States, and in exchange the United States would stop arming Ukraine – but it adds that stopping Russian arms sales to Moscow’s allies would be “difficult to implement,” the document says.

The document also says that without official recognition of Russian sovereignty over the captured territories of Ukraine, it is “highly likely” that armed conflict will resume in the medium term, “for example, after the next change of administration in the United States.”
Any potential concessions from Ukraine, such as abandoning NATO membership and holding elections in which pro-Russian parties would be allowed, are rejected as not going far enough. A “complete dismantling” of the Ukrainian government is required.
The presence of any peacekeeping contingent in Ukraine is also rejected as “absolutely unnecessary.” US plans to continue arming Ukraine after any peace agreement are called “absolutely unacceptable” in the document. The same applies to maintaining the Ukrainian army at the level of 1 million people.
“The document also rejects attempts to attract Russia to a peace agreement by proposing to partially lift sanctions,” the authors add.
It is known that the document was prepared a week before the meeting of Russia and the United States in Saudi Arabia, which took place on February 18. A Russian academic close to high-ranking Russian diplomats said that the main thrust of the recommendations reflects a broad consensus in Moscow. At the same time, he added that it is never clear to what extent the Kremlin leadership reacts to the documents prepared for it.
