In Russia, payments for military contracts have reached two million rubles, as a result of which the country has begun to conduct mass scams. This was stated by the head of the Main Intelligence Directorate, Kirill Budanov, at the Yalta European Strategy (YES) forum.
According to him, many Russian citizens come to Moscow from remote regions of the country to sign contracts, because they offer higher payments there.
“One-time payments have already reached two million rubles. This is a huge amount of money for a person from central, eastern Russia, excuse me, from the Taiga, from the Tundra. They have never seen such money in their lives,” Budanov said.

The intelligence chief stressed that Russia will also face economic problems and a shortage of soldiers in 2025, while the situation in their army has not changed significantly. Budanov added that the main reserves of the Soviet era have been exhausted, and military production, despite having achieved success, is not as large-scale as it seems.
In addition, the military leader noted that Russia plans to produce only 12 Su-57 fighters and 149 T-90M Proryv tanks in 2024, which is insignificant given the current military operations.
