It is not known whether those Russian military personnel who have to be there voluntarily or by someone’s order will want to take part in hostilities in the Kursk region.
For participation in the counter-terrorist operation (CTO) announced by the Kremlin in the Kursk region of the Russian Federation, the provided state payments are hundreds of times smaller than in the “SVO” zone. In an interview with Radio NV, reserve major general of the Security Service of Ukraine, former deputy head of the Security Service of Ukraine Viktor Yagun told about this.
According to him, the Russians will have a huge problem with KTO, because one-time payments upon the death of a KTO participant are 100,000 rubles, while the state pays 5 million rubles for SVO, for participation in KTO the state will pay only 10,000 rubles, which is 300 times less than 3 million rubles per SVO.
“Also, payments for receiving disability differ 10 times – 50,000 rubles and 500,000 rubles. That is, now, having announced the KTO, they have entered an interesting situation, when people who have to be there voluntarily or by someone’s order, it is not known whether they will want to accept participation in those hostilities. Because they fight mainly for money,” Yagun commented.
He noted that “so far, a single front and a single machine that could repel our troops from the Kursk region has not been formed.”
As for the participation of the “Kadyrivets”, Yagun said that they have “retarded” behavior tactics.
“As early as 2022, Kadyrov gave a clear instruction not to get directly involved in combat and to protect personnel. Kadyrov is a unique situation for Russia, when a subject of the federation has its own, controlled, combat component. We are talking about about 50 thousand people. And at any moment, they can not only protect Kadyrov himself, but also seize part of the territory of the Russian Federation in the North Caucasus and thus create some kind of emirate, which Kadyrov really dreams of. This is not our war, we need it to show their fighting skills, but not to get into battle. That’s how it happens,” said Yagun.
At the same time, according to his conviction, there is currently no great risk of the fall of the Putin regime, although it is already becoming clear that this regime cannot provide the basic requirements that are placed before it.
“The basic requirement is security and peace, ensuring the protection of state borders. That is, these are the things for which the Russians have actually exchanged their freedom of speech and freedom of expression. If he does not provide the basic requirements that were put before the president-military force, then many people have a question : and why do we need him like that, maybe we need a president-businessman, for example?” – he said about the impact of the situation on Russians.
Yagun does not rule out that the special services of the Russian Federation may resort to staging some crime by the Ukrainian military against local residents in the Kursk region.
“The Russians need such things extremely. They have now turned to the UN, they are trying to follow the path that Ukraine took in 2022. And they need their own Bucha. That is, they will work in this direction,” said the reserve major general of the SBU.

He also drew attention to those who were captured by the Armed Forces of Ukraine in the Kursk region.
“It’s quite an interesting situation. Because for the first time employees, officers, privates of the FSB – if they didn’t hide there that it was not the FSB, but the border service – were captured. And, indeed, officers. Officers who do not belong to the border service, operatives are there,” Yagun claims.
