On the night of November 9, Ukrainian armed forces attacked the Voronezh Region. Governor Alexander Gusev reported a fire at a “utility facility,” prompting ” a decision to suspend power supply to certain areas” of the regional capital. Gusev added that “measures were also taken for technological safety reasons,” leading to a drop in central heating temperatures in homes.
The Ukrainian Armed Forces’ strike targeted Thermal Power Plant No. 1, which supplies electricity to four districts and several businesses in Voronezh, Astra reported after reviewing footage from the attack site and messages in city chats. Ukrainian public groups monitoring the attack claim the plant was hit by missiles, one of which struck the thermal power plant building containing the turbines, while the other two struck the boiler room, destroying its roof, exterior, and central section, which houses the main heating equipment.
As a result of the rocket attack on the evening of November 8, power and heating systems in Belgorod were also damaged, according to regional Governor Vyacheslav Gladkov. He added that over 20,000 residents of the village of Dubovoye in the Belgorod District were left without power the previous day. According to the local publication Pepel, Ukrainian missiles struck the Luch Thermal Power Plant, which remained the only thermal power plant in the regional capital after the Ukrainian Armed Forces destroyed the gas turbines at the Belgorod Thermal Power Plant. According to preliminary information, the attack on Luch also damaged similar power plants that generated electricity.
Additionally, on the evening of November 8, a fire broke out at a power facility in Korenevo, Kursk Region, Governor Alexander Khinshtein reported . He said 10 communities, home to approximately 2,500 customers, were left without power as a result. The regional governor added that the cause of the accident is being investigated. Pepel reports that the fire was caused by a Ukrainian drone strike on a substation.
Also on the morning of November 9, power went out in several districts of Taganrog, Rostov Oblast. Mayor Svetlana Kambulova clarified that this was due to an “emergency shutdown of a high-voltage line,” the cause of which she did not disclose. Residents reported hearing an explosion, and then “the power and water went out.” The emergency occurred at an electrical substation on Sportivnaya Street near the Klever machine-building company , the Ministry of Emergency Situations reported . According to the ministry, the explosion caused a fire covering an area of 30 square meters; no one was injured.
