The maintenance of Russian President Vladimir Putin and his administration will become more expensive for Russian taxpayers again in 2026.

This follows from the draft budget law, which was published in the unified database of the State Duma of the Russian Federation, The Moscow Times reports .
According to the document, the expenses under the article “functioning of the president and his administration” will amount to 32.92 billion rubles ($401.22 million) – that is, an average of 2.74 billion rubles per month, 633 million rubles per week, or 90 million rubles ($1.1 million) per day .
Compared to the current year (30.93 billion rubles), Putin’s maintenance will become almost 2 billion rubles more expensive and will cost an amount that exceeds the annual budgets of poor Russian regions.
In 2027, funding for the Russian president and his administration will increase by an additional 809 million rubles, to 33.73 billion rubles; and in 2028, by another 906 million rubles, to 34.63 billion rubles.
Three-quarters of the additional funding – 1.51 billion rubles in 2026 – will go to increase salaries for employees of the Presidential Administration. The remainder – about 500 million rubles – is earmarked for additional “purchases of goods, works and services” for the Kremlin’s needs.
According to the Russian president, the maintenance of the Duma and the Federation Council will become more expensive for the Russian budget. Expenditures on the lower house of parliament in 2026 are planned to increase by 2.3 billion rubles – to 17.65 billion rubles. At the same time, more than half of the new money – 1.27 billion rubles – will go to salaries in the Duma of the Russian Federation, which in total will cost the budget 11.26 billion rubles per year.
The total expenses of the Russian budget, according to the project, will increase next year by 1.2 trillion rubles, to 44 trillion rubles. At the same time, revenues will amount to 40.3 trillion. As a result, a “hole” of 3.7 trillion rubles is formed in the treasury of the Russian Federation.
It was previously reported that a new wave of tax increases, which will start in Russia next year, will bring 2.3 trillion rubles ($27.67 billion) of additional revenue to the budget for 2026. First of all, we are talking about an increase in the VAT rate – from 20% to 22%, which will affect business and prices.

Previously, the Russian Ministry of Finance proposed raising VAT to 22% from January 1, 2026 to “finance defense and security.” The increase in the key tax for the budget, which in 2024 brought 37% of all revenues, was necessary due to the sharply growing federal treasury deficit.
The Russian government had expected that in 2025 it would not exceed 1.17 trillion rubles, but now expects that the “hole” in the budget will increase to 5.73 trillion rubles by the end of the year due to a drop in oil and gas revenues and an increase in spending on the full-scale war against Ukraine unleashed by Russia.

Thus, it became known that Russia plans to allocate another 39.54 trillion rubles to the army and weapons purchases in 2026-2028, which corresponds to about $477 billion at the current exchange rate.
For his part, Kremlin spokesman Dmitry Peskov said that most Russians support Putin and are ready to accept additional economic difficulties.
