On the morning of April 29, the Ukrainian Defense Forces
attacked a Transneft facility in Perm, Russia. The station responsible for storing and distributing oil was hit, and a massive fire broke out.
The sky over Perm was covered in an opaque veil of thick black smoke, and the city experienced “oil rain,” according to the Russian publication “Agency.”

The strike on the Transneft facility this morning was confirmed by Perm Krai Governor Dmitry Makhonin, without going into details. In his statement, he referred to “the arrival of an enemy drone at one of the industrial sites in the Perm municipal district.”

“Employees have been evacuated. There are no injuries. A fire broke out at the facility. Emergency services and rescue services are working at the scene,” the Russian official wrote.
After the attack, the sky in Perm was filled with black smoke – so thick that footage taken in the city in broad daylight seemed like nighttime, and the city landscapes were very reminiscent of apocalyptic footage from Tuapse in the Krasnodar Territory, where for several days now they have been unable to extinguish the refinery, which has been attacked several times.



And this similarity turned out to be not only visual: as in Tuapse, there was an “oil rain” in Perm.
“Residents are posting photos showing black dots on clothes, skin, windows, and cars. Local residents noticed the same dots after the attacks on Tuapse, where Rosneft’s oil infrastructure burned three times since April 16. As two environmentalists who asked for anonymity told the Agency, such “oil” rain poses a threat to people,” the publication writes.



One of the experts interviewed by the Agency emphasized that the black color of the smoke is “a direct sign of a high content of soot with adsorbed carcinogens.”
“During a fire at an oil facility, soot falls into the sky, on which carcinogens are adsorbed, among which are especially dangerous light aromatic hydrocarbons, such as benzene, toluene, ethylbenzene, and xylene,” the publication quotes environmentalists as saying.
After the “oil rain” in Tuapse, environmentalists recommended that residents of the city and surrounding areas stay indoors, close windows, and do wet cleaning at home.
“It’s not just the noticeable black drops that are dangerous. Pollutants can enter the body through breathing, skin, clothing, and surfaces that a person comes into contact with,” Russian ecologist Alexander Yemelyanov said at the time.
The regional department of Rospotrebnadzor in the Krasnodar Territory, even after the first attack on April 16, also advised Russians not to go outside unless absolutely necessary, and also not to open windows, do wet cleaning more often, drink more, rinse their eyes, nose, and throat, and use masks outdoors.
The local Rospotrebnadzor did not consider it necessary to give any recommendations to the residents of Perm.
It is noteworthy that the Russian Defense Ministry announced the “destruction” of 98 Ukrainian drones overnight over the Astrakhan, Belgorod, Volgograd, Voronezh, Kursk, Rostov, Saratov regions and the occupied Ukrainian Crimea. Neither the Perm Territory nor the Orenburg Region, where the Orsk oil refinery flew in last night, are on this list.
As OBOZ.UA wrote, on Wednesday morning in Perm, Russia, a Transneft linear production and dispatching station was attacked. It is part of the Perm-Almetyevsk oil pipeline and belongs to the Transneft-Prikamye company. The station is responsible for pumping, storing and distributing oil through main pipelines. Flows are passing through the facility – or, judging by the footage, have probably already passed through – towards the Perm refinery.
