Oil industry left without parts: three refineries in Russia partially stopped work – media

Three oil refineries in Russia have been forced to partially shut down due to problems with repairing foreign equipment that lacks parts. Among these plants is 
the Volgograd Oil Refinery, which has repeatedly been the target of drone attacks. 

In addition, the Ilsky and Yaysky refineries were unable to fully complete scheduled repairs in October and extended the downtime of individual units throughout November. This was reported by Russian media, citing sources in the industry.  

It is noted that as a result, the volume of idle oil refining capacities will exceed the plan by 1.5 times. Sources believe that instead of 1.2 million tons, it will be at least 1.8 million. And the total downtime of primary refining at Russian oil refineries for January-November 2024, according to their data, reached 39 million tons, which is 5.2 million tons (+ 5%) higher than the figure for the same period last year.

Problems with the repair of the refineries arose as a result of sanctions. Thus, important equipment for oil refining and its components are not supplied to Russia. All three of the above-mentioned plants were built and modernized at one time with the participation of European and American companies. Now they cannot obtain the technical means to complete the repairs.

The problem was exacerbated by Ukrainian drone attacks, which caused Russia to lose about 15% of its oil refining capacity in early 2024. Russia planned to restore the plants with supplies from China, but this turned out to be too expensive, since in this case it would be necessary to completely replace the refinery equipment. 

Switching to Russian equipment also failed.

“Domestic manufacturers account for only 45% of the pumping equipment market, 40% of compressors for oil refineries, 30% of reactors and coke chambers. For other types of equipment, the share of Russian suppliers is even smaller. Therefore, the restrictions on the supply of oil refinery equipment to Russia imposed by the US, EU countries, Great Britain and Japan have noticeably slowed down the implementation of projects to modernize plants,” said Sergei Kondratyev, deputy head of the economic department of the Russian Institute of Energy and Finance.

Ukrainian attacks on oil refineries in the Russian Federation and in the occupied territories weaken fuel supplies for the Russian army and significantly inflate fuel prices on the market of the aggressor country. Strategic strikes help Ukraine disrupt the enemy’s logistics and contribute to the weakening of its military capabilities.
