Norway joins initiative to strengthen Ukraine’s cybersecurity – Digital Transformation Ministry

Norway has become the 12th country to join the Tallinn Mechanism, an international initiative supporting the strengthening of Ukraine’s cyber defense.

The Ministry of Digital Transformation of Ukraine has announced this, the Ukrainian News agency reports.

Norway’s joining the initiative was officially announced during the Ukraine Recovery Conference 2025 (URC2025), which was held in Rome. Prior to that, the country joined the initiative as an observer.

“The Tallinn Mechanism is a key instrument of international support that helps Ukraine resist these attacks and at the same time build long-term digital resilience. The Norwegian government allocates NOK 25 million each year for this direction within the civilian component of the Nansen Program. This support is long-term and scalable,” said Norwegian Foreign Minister Espen Barth Eide.

According to the Ministry of Digital Transformation, within the framework of the partnership, Norway plans to provide more than UAH 100 million by the end of 2025 – the funds will be directed to support projects that increase the cyber resilience of Ukraine’s civil and critical infrastructure.

The Tallinn Mechanism was launched in 2023 as a key tool for coordinating international technical assistance in the field of cybersecurity.

The United Kingdom, Denmark, Estonia, Italy, Canada, the Netherlands, Germany, Poland, the United States, France, Sweden, and now Norway have joined the initiative. The European Union, NATO, and the World Bank are participating as official observers.

As the Ukrainian News agency earlier reported, this year it was announced that Norway is allocating about EUR 380 million to Ukraine for gas procurement, restoration of power grids, emergency generators, and nuclear safety.
