The survey revealed that 66% of respondents are convinced Russia’s current goal is to destroy Ukraine and its people.
Of those interviewed, 28% said Russia seeks a physical genocide of Ukrainians, while 38% believe it wants to seize all or most of Ukraine and wipe out its statehood and national identity.
KIIS data showed 14% of Ukrainians think Russia aims to occupy more land and set up a puppet government, while 7% believe it targets Donbas, Kherson, and Zaporizhzhya oblasts.

Just 4% said Russia only wants to hold onto its current territories, and 3% chose “denazification” and demilitarization as its aim. 7% were undecided.
The poll ran from Feb. 14 to March 4, 2025, surveying 1,029 adults over 18 by phone. It excluded residents of Russian-held areas and Ukrainians abroad since Feb. 24, 2022. The margin of error was up to 4.1% for results near 50%, 3.5% near 25%, 2.5% near 10%, and 1.8% near 5%.
