I examine the disputed restrictions on Starlink and Starshield connectivity after Ukraine reported that terminals on fast-moving platforms were again functioning above 400 kilometers per hour. Elon Musk said civilian Starlink cannot be used for offensive drone strikes and argued that Ukraine violated its terms of service. Ukrainian officials and open-source analysts counter that civilian Starlink was already speed-limited and geographically restricted, while mobile satellite links for drone missions required the separate, U.S.-controlled Starshield system.
I also track the overnight drone war: reported Ukrainian strikes reached Belgorod, the Volga basin, Perm, and the Omsk Kauchuk plant, a site linked to missile rocket-propellant production more than 2,500 kilometers from Ukraine. Meanwhile, Russia launched 153 Shahed-type drones and missiles at Ukraine, killing and injuring civilians in Sinelnykove, Kharkiv, and Vinnytsia. The central strategic question is whether restrictions on satellite connectivity can impair Ukraine’s ability to intercept incoming drones and defend its cities.
