German Chancellor candidate and leader of the opposition Christian Democratic Union (CDU) Friedrich Merz said that Germany could consider participating in peacekeeping forces in Ukraine only with Russia’s consent, Die Zeit writes .
The politician noted that Germany’s participation in peacekeeping operations requires a mandate that complies with international law. The key factor is Russia’s consent, without which, in his opinion, such missions will not be effective and could exacerbate the situation.
“If a peace agreement is reached and Ukraine needs security guarantees, then we can only discuss this if there is a clear mandate in accordance with international law. I don’t see it now. I would like such a mandate to be provided in consensus with Russia, not in conflict,” Merz said.

It doesn’t say “only with Russian consent” anywhere in Merz’s statement. The true translation of the relevant statement is; “My wish would be that such a mandate would be in consensus with Russia and not in conflict.” Thus, he wishes it would be with mafia consent, not only with mafia consent.
