Kuibyshev Refinery in Samara Suspends Operations After Drone Attack

The Kuibyshev Oil Refinery in Samara, Russia, completely stopped operations after an attack by Ukrainian UAVs on the night of August 28. 
The enterprise was attacked by at least 29 drones, direct hits were recorded, after which seven large fires broke out at the plant.

It is also known that at least one refinery employee was injured as a result of the fire. According to sources in the Russian Emergencies Ministry for the opposition publication ASTRA, it was because of the fire that “the enterprise completely stopped its work. “

In particular, one of the drones hit the AVT-4 primary oil processing plant, which caught fire. Another UAV hit a liquefied gas platform, which also later caught fire.

A hit was also recorded in a gas pipeline, a gasoline pipeline, an AVT-5 installation, a hydrogen production installation, and a diesel fuel tank. Moreover, as a result of the last hit, fuel was spilled, which caused another identical tank nearby to catch fire.

The publication also drew attention to the discrepancies in statements in Russia. For example, the Russian military reported that a total of 21 UAVs were shot down over the region in a day. However, local authorities did not confirm the attack on the refinery at all.

What is it about?

Novokuybyshevsk Refinery has been part of Rosneft’s Samara Refinery Group since 2007. The designed oil refining capacity is from 7.9 to 8.8 million tons per year. Therefore, the enterprise is the most powerful among the plants of Rosneft’s Samara group.

In August 2025, the volume of idle Russian oil refining capacity reached a record level of 6.4 million tons per month. Ukrainian drone attacks caused up to 3.1 million tons of processing to be idle in August (i.e. almost half of the total downtime – 48%).

Other attacks on refineries

Russia has lost at least 17% of its refining capacity due to such attacks. This is about 1.2 million barrels per day, the publication claims.

As OBOZ.UA reported, a powerful explosion occurred on the Ryazan-Moscow main oil pipeline in the Ryazan region on August 26. The Russians used this facility as one of the main sources of oil products to the capital of the aggressor state.

Strike drones also attacked the Russian city of Syzran, where a refinery was hit. They hit an important facility for the aggressor, the Unmanned Systems Forces, and the Main Intelligence Directorate of the Ministry of Defense of Ukraine.
