The Kremlin is concerned about China’s position on bilateral relations with Russia. Despite Russian Foreign Minister Sergey Lavrov’s statements about a “comprehensive partnership” and common international interests, Beijing is unwilling to participate fully.
In addition, China continues to hold the upper hand in Russia-China relations, despite recent reports of its willingness to increasingly assist Russia in military action in Ukraine. This is the subject of the analysis by the US-based Institute for the Study of War (ISW).
There, they drew attention to Russian media reports following Lavrov’s meetings with Chinese President Xi Jinping and Foreign Minister Wang Yi in Beijing on April 9. According to Russian media reports, the two sides discussed joint efforts between Russia and China to combat the West’s supposed “dual deterrence.”
Lavrov said that Russia-China “comprehensive partnership and strategic interaction” has reached an “unprecedented level” and that Russia and China have mutual international interests and will coordinate efforts to solve domestic and foreign problems.
Also, analysts said, China and Russia “exchanged views” on possible ways to end the war in Ukraine. Both sides called international meetings that discuss ending the war without Russia “useless”. In addition, Moscow is favourable to China’s proposals, presumably referring to the 12-point “peace plan” that China made public in February 2023.
