Amendments to the Russian nuclear doctrine have already been prepared, and they will be formalized legally in the near future. This was stated by the press secretary of the Russian president Dmitry Peskov in an interview with the program “Moscow. Kremlin. Putin”.
Peskov’s words imply that the military will determine whether the conditions for the use of nuclear weapons have arisen, the BBC Russian Service notes .

The update to the Russian nuclear doctrine, expanding the list of grounds for the use of nuclear weapons, was announced by President Vladimir Putin at a meeting of the Russian Security Council on September 25.
Among the new grounds for the use of nuclear weapons are “aggression against Russia by any non-nuclear state with the support of a nuclear state,” as well as a massive air attack by non-nuclear means, including drones.
