Electric transport is out of service in the city, and benefactors are preparing hot lunches for people. Rescuers from other regions have arrived to help.
More than 430,000 subscribers in Odessa and the Odessa region remain without electricity due to Russia’s latest hostile strikes.
According to the head of the Odessa Regional Military Administration, Oleg Kiper, as of 09:00 on December 15, power workers managed to restore power to 185 thousand subscribers.
“Energy workers continue to restore power supply in Odessa and the region after a massive enemy attack. As of 9 am, almost all critical infrastructure facilities have been powered. Over the past day, power was restored for almost 85 thousand families. In total, power supply was restored for more than 184.5 thousand consumers after the attack,” the official said.
He noted that emergency crews are working around the clock, but the destruction of energy facilities is complex, so restoration in some areas takes time.
“I ask residents to turn on electrical appliances gradually after power is restored to avoid network overloads,” Kiper added.
According to Serhiy Lysak, head of the Odessa MVA, as of the morning of December 15, about 20,000 subscribers in the city remain without heat. Restoration work is ongoing. He assured that the water supply is functioning, kindergartens and schools are operating normally.
The official also reported that on Sunday, the team of the mobile kitchen on wheels Food Train of “Ukrzaliznytsia” prepared more than 5 thousand hot lunches for Odessa residents – the humanitarian mission visited the city for the first time. Thanks to benefactors, the lunches were delivered to tercentar and other social institutions in all districts of the city. According to Lysak, the food was received by pensioners, large families, low-income, internally displaced persons, and people with disabilities.

In addition, the authorities informed about the expansion of the list of social routes to replace the non-working electric transport. In particular, instead of trams No. 1 – the direction of Peresypsky district (Knyazya Volodymyra Velykyho ave., Mykolaivska doroga), No. 5 – Railway station – Arcadia (via Frantsuzkyi boulevard), No. 18 – 11th st. of the Great Fountain – 16th st. of the Great Fountain, No. 20 – Kherson Square – Hadzhibeysky estuary. Also, instead of trolleybuses on route No. 8, bus route No. 208 (Railway station – Superphosphate plant) runs, trolleybus No. 3 – bus route No. 233 (Zastava I – Shevchenko Park).
Also, as Lysak notes , private carriers are increasing the number of buses where possible.

The regional headquarters of the State Emergency Service said that rescuers from different regions of Ukraine arrived in Odessa to help.

Tank trucks have been placed in all districts of the city so that Odessans can collect water. Colleagues from other regions have also donated generators that provide power to boiler rooms in order to restore vital resources in the city as quickly as possible.

Massive attack on Odessa region on December 13
On the night of December 13, the Russian occupation army massively attacked the Odessa region with drones and missiles , as a result of which Odessa was left without electricity, heat, and water. The city’s electric transport stopped working.
According to analysts, this was the largest attack on Odessa since the beginning of the full-scale Russian invasion of Ukraine. In total, about 560,000 consumers were left without electricity as a result of the Russian attack – this is 60% of the Odessa region.
