The draft law on additional funding for Ukraine, prepared by the speaker of the US House of Representatives, Mike Johnson, provides for the allocation of about 61 billion dollars to help Ukraine and allies and replenish the reserves of the US army.
This was reported by “Europeyska Pravda”, which read the text of the document.
The draft law provides for the allocation of almost 28 billion dollars for all operations related to US military aid to Ukraine.
- Of these, almost $13.8 billion will go to the Ukraine Security Assistance Initiative program until September 30, 2025, under which the Pentagon signs contracts with American defense companies to provide Kyiv with new weapons and equipment.
- A little more than 13.4 billion dollars can be used to replace and repair the weapons transferred to Ukraine, as well as to finance the training of Ukrainians.
- In addition, under the Foreign Military Financing program, which provides for the allocation of grants for the purchase of weapons from manufacturers, Johnson’s project lays down 1.6 billion dollars.
A separate provision of the draft law stipulates that Joe Biden’s administration should “as soon as possible” transfer long-range ATACMS missiles to Ukraine. At the same time, the US president can postpone this decision if it “will harm the national security interests of the US”.
As for economic assistance, the bill provides for the allocation of $7.85 billion in loans by September 30, 2025.
- Among the conditions for spending these funds is a ban on pension payments.
- At the same time, after November 2024, the US president will be able to write off 50% of the debt on these loans, and from January 1, 2026 – 100% of the debt, provided that this decision is supported by Congress.
Johnson’s bill includes a number of reporting requirements for the Biden administration.
- Within 30 days of enactment, the administration must provide Congress with an account of all weapons and related funding that the United States has provided to Ukraine since February 24, 2022. And within 60 days – a report on how the control over the registration of weapons was carried out.
- In addition, within 45 days, the US Congress must receive from the Biden administration a “strategy for supporting Ukraine”, which should be multi-year and contain a list of “specific goals” that the administration seeks to achieve.
As a reminder, the US House of Representatives is expected to vote on this bill on April 20 . If approved, it must be passed by the Senate and signed by President Biden.

The Lord should also make it clear that to sacrifice a whole country for petty partisan advantages would result in a guaranteed hot seat in hell. Well, maybe he already did so, with a thunderous voice from the sky over Louisiana, and that’s why the god fearing christian Johnson had this spontanous change of mind. 😇
If he really was God-fearing, he wouldn’t just watch thousands of innocent civilians get slaughtered for half a year.
