Це була велика честь — служити українському народу на посаді Міністра оборони.

Наша команда встигла:

1. Відключити росіянам Starlink, що кардинально зменшило їхні можливості вести ефективну війну дронів.
2. Отримавши Міноборони без бюджету, ризикнути, взяти кошти з грошового забезпечення з кінця року та ефективно інвестувати їх у mid-strike, FPV на оптоволокні, дешеву розвідку, НРК, дрони-перехоплювачі та deep-strike дрони. Закупити за чотири місяці більше дронів, ніж за весь минулий рік.
3. Запустити «Логістичний локдаун» як окрему програму з окремим фінансуванням, що разом із правильними закупівлями та підтримкою топпідрозділів дало змогу відрізати логістику ворога й розпочати ізоляцію Криму.
4. Продовжити програму фінансування Лінії дронів, яка є фундаментом для закупівлі дронів для Сил безпілотних систем.
5. Запустити програму підтримки сучасних дроново-штурмових підрозділів, які насамперед воюють технологіями.
6. Запровадити 70% передоплати за закупівлі через єБали на порталі Brave1 Маркет.
7. Кардинально змінити систему закупівель. Запустити перші тендери на далекобійну артилерію та сотні тисяч дронів, що економить державному бюджету мільярди доларів.
8. Уперше закупити тисячі пікапів, багі та квадроциклів для війська. І ще й через тендер.
9. Інтегрувати Павла Лазаря в Повітряні Сили, впровадити процедуру розбору кожної масованої атаки (After Action Review). За цей час відсоток перехоплення дронів зріс з 83% до 91%, а крилатих ракет — із 47% до 87%.
10. Уперше законтрактувати ракети для Patriot PAC-2 GEM-T, а також подати заявку через європейський кредит на закупівлю ракет PAC-3.
11. Запустити базовий рівень забезпечення дронами для бригад та корпусів. Уже з липня всі бойові бригади та корпуси почнуть отримувати прогнозовані постачання дронів без ручного втручання. Це дає змогу прогнозувати свої подальші дії.
12. Запустити масштабну грантову програму для виробників вибухових речовин і ракет.
13. Розпочати непопулярну, але надзвичайно важливу трансформацію війська: контракти для всіх із визначеними строками служби та відстрочками, запровадження однієї з найвищих у світі заробітних плат для піхоти та штурмовиків, відкриття ринку іноземного рекрутингу за прозорими й привабливими ринковими умовами, нові інструменти для стимулювання повернення військовослужбовців, які самовільно залишили частину.
14. Провести три засідання «Рамштайну», де вдалося вийти з інформаційної пастки росіян про нібито нашу поразку та повернути партнерам віру в Україну. Було оголошено про $40 млрд підтримки на цей рік (і це без урахування європейського кредиту).
15. Запустити механізм використання європейського кредиту на наші воєнні пріоритети. Це було окреме складне бюрократичне завдання, яке вдалося реалізувати.
16. Знайшти шлях масштабування дешевих ракет проти реактивних шахедів. Підписати рекордний контракт.
17. Наша балістика. Символічно, у день звільнення уряду провели успішне тестування балістики, яка розроблялася в зоні відповідальності МО. Кардинально змінили технічне завдання та довели максимальну точність. На 30% зменшили ціну. Україна потрапить у нову лігу.
18. Підписати контракт на закупівлю літаків Gripen, які дадуть змогу збивати літаки СУ, носії КАБів.
19. Разом з військовими спланувати та реалізувати операцію «Ашан», що зупинила механізований наступ ворога на пів року.
20. Відкрити експорт у межах програми Drone Deal, щоб залучити інвестиції та збільшити виробництво оборонно-промислового комплексу (ОПК).
21. Запустити Trophy Lab — надати можливість для партнерів вивчати російські воєнні розробки.
22. Запустити Defense AI Center A1, щоб пришвидшити впровадження штучного інтелекту у війну.

Що не вдалося:

1. Завершити організаційну трансформацію Міністерства оборони за стандартами НАТО та здорового глузду. Нову структуру запустили, багатьох звільнили, розпочали багато процесів. Але потрібно було ще рішучіше звільняти людей, які гальмували зміни.
2. Перевести абсолютно всі закупівлі на тендери.
3. Побудувати культуру відповідальності за ухвалені рішення. Вірю, що саме героїчний український народ сформує цю інституційну культуру.

14. Hold three meetings at Ramstein, where we managed to get out of the Russian information trap about our alleged defeat and restore our partners’ faith in Ukraine. $40 billion in support was announced for this year (and this is without taking into account the European loan).
15. Launch the mechanism for using the European loan for our military priorities. This was a separate, complex bureaucratic task that was successfully implemented.
16. Find a way to scale up cheap missiles against rocket launchers. Sign a record contract.
17. Our ballistics. Symbolically, on the day the government was dismissed, we successfully tested ballistics that were being developed in the area of ​​responsibility of the Ministry of Defense. We radically changed the technical specifications and proved maximum accuracy. We reduced the price by 30%. Ukraine will enter a new league.
18. Sign a contract for the purchase of Gripen aircraft, which will allow us to shoot down SU aircraft, carriers of KABs.
19. Together with the military, plan and implement Operation Auchan, which stopped the enemy’s mechanized offensive for half a year.
20. Open exports within the framework of the Drone Deal program to attract investments and increase the production of the defense-industrial complex (DIC).
21. Launch Trophy Lab – provide an opportunity for partners to study Russian military developments.
22. Launch Defense AI Center A1 to accelerate the introduction of artificial intelligence into war.

What failed:

1. Complete the organizational transformation of the Ministry of Defense according to NATO standards and common sense. A new structure was launched, many were fired, many processes were started. But it was necessary to fire people who were slowing down changes even more decisively.
2. Transfer absolutely all purchases to tenders.
3. Build a culture of responsibility for decisions made. I believe that it is the heroic Ukrainian people who will shape this institutional culture.
