No, NATO is not at war with the russian terrorist federation, and even if Ukraine gets full permission to strike the shithole, it will also not make NATO a war party. A shamefully small number of countries are pulling their weight in terms of support for Ukraine as it tries to defend itself from a gigantic horde of nazi degenerates.
Biden fatuously set out what he would and would not do for Ukraine in a piss poor OpEd in the NYT in early 2022. Unfortunately, he has stuck to the terms of that religiously.
No US forces will ever enter Ukraine; no ground troops, no air power.
In addition, Biden has stuck with a strategy of only giving 20% of what Ukraine needs to win and the world has followed suit. This of course goes against all military doctrine.
As of this moment, the catastrophic restrictions on Ukraine have still not been lifted.
