“Lukoil-Volgogradneftepererabotka” is the largest oil refining enterprise in the region and one of the key assets of the Lukoil company. The plant processes over 15 million tons of oil annually and produces gasoline, diesel and aviation fuel, bitumen, and other petroleum products.

According to ASTRA’s calculations, the current attack is at least the tenth on this enterprise since the start of the full-scale war. Previously, the plant was hit in 2024, 2025, and 2026, including several times during the past year. There is currently no official confirmation of the refinery strike from the Russian authorities.
