Law enforcement officers have declared suspicion against a Russian businessman who owns Ukrainian hotel assets worth over UAH 1.5 billion and financed the Russian army.
This was reported by the Vinnytsia Regional Prosecutor’s Office and the Security Service of Ukraine (SBU).

This is about businessman Yuri Vasin, who is a citizen of the Russian Federation (RF) and has citizenship of the Republic of Turkey.
Property and asset seizure
One of the suspect’s companies manages a group that includes 17 hotel complexes in different regions of Ukraine.
A petition for the arrest of:
- hotel complexes with a total value of over 100 million UAH;
- other movable and immovable property for transfer to the management of the National Agency of Ukraine for the Identification, Tracing and Management of Assets Obtained from Corruption and Other Crimes (ARMA), and subsequent confiscation into state revenue.
During searches of the Ukrainian offices of companies associated with the businessman, computer equipment, financial documentation, and other materials were seized.
Cooperation with the military-industrial complex and state structures of the Russian Federation
According to the investigation, the businessman directed income from the activities of controlled Ukrainian enterprises to the development of his own companies in Russia.
Some of them collaborated with Russian authorities, enterprises of the military-industrial complex (MIC), and state paramilitary structures.
During 2014-2025, the suspect actually managed a number of Russian enterprises: appointed managers, determined the areas of their activity, selected contractors, and made decisions on participation in public procurement.
In particular, the structures under his control carried out the following activities:
- one of the companies supplied computer equipment to a Russian military-industrial complex enterprise that develops weapons systems for the navy;
- provided software to the apparatus of the Federation Council of the Russian Federation;
- performed state contracts for the Federal Penitentiary Service of the Russian Federation (FSPE), in particular within the framework of the state defense order in 2023.
Units of the Russian Federal Security Service were involved in maintaining the occupation regime in the temporarily occupied territories of Ukraine, illegally detaining Ukrainians, and other actions in the interests of the aggressor state.
Payment of taxes to the Russian budget and sanctions
After the start of the full-scale invasion, companies co-owned by the suspect continued to pay taxes to the Russian budget.
During 2022-2024, they transferred more than 362 million rubles, which is more than 160 million UAH at the exchange rate on the relevant dates.
On May 12, 2023, by decision of the National Security and Defense Council of Ukraine (NSDC), put into effect by the Decree of the President of Ukraine, personal sanctions were applied to Yuriy Vasin.
The businessman is accused of financing actions aimed at changing the territorial boundaries and state border of Ukraine, committed repeatedly and for selfish motives.
As reported, last year the court seized the property of the co-owner of the Monomakh company, Taras Barabash, in the case of aiding and abetting an aggressor state.
The court found the request of the senior SBU investigator to be justified and imposed an arrest on seven apartments, nine parking spaces and garages, commercial real estate and land plots, as well as 39.9455% of the corporate rights of Monomakh JSC.
Recall that in March 2025, ARMA received under its management the assets of the Unigran Corporation, one of the largest granite producers in Ukraine, which belonged to a Russian citizen. Джерело: https://censor.net/n4016146
