The Rada supported this bill last year.
In Ukraine, the conscription age was lowered from 27 to 25 years. The corresponding bill was signed by Ukrainian President Vladimir Zelensky on April 2.

The parliament website notes that today the president signed the law “On Amendments to the Law of Ukraine “On Military Duty and Military Service.”
The law comes into force the next day after publication.
Reducing the mobilization age – main news
Parliament voted for this law on May 30, 2023 . 304 deputies then supported the bill with registration number 9281.
This bill was initiated by the Ministry of Defense of Ukraine. They noted that during the legal regime of martial law, there is no need for citizens to be registered with the military for conscripts under 27 years of age. Lawyer Taras Nikiforchuk noted that after lowering the age limit for conscripts to 25 years, a fairly large group of young people will appear who can be drafted into the Armed Forces of Ukraine.
At the same time, lawyer Rostislav Kravets noted that Ukrainians under 25 years of age who have not served in the army and have conscript status can be mobilized only with their consent. He noted that it is prohibited to forcibly mobilize men under 25 years of age who have not served.
However, if a man has the status of a person liable for military service, then they have the right to mobilize him before the age of 25. The concepts of “conscript” and “liable military service” are often confused, considering them to be one and the same thing. However, this is not quite true.
Conscripts are persons assigned to conscription stations. They are subject to conscription for military service or have not yet completed it. And those liable for military service are persons who are in reserve to staff the Armed Forces of Ukraine and other military formations for a special period, as well as to carry out work to ensure the defense of the state.
The lawyer noted that there are even different military records for these two categories.

I have reliable information that this law was passed by RADA 10 months ago. Why has it taken Zelensky so long to sign it?
My immediate reaction, too, Foccusser. As the article states, “Parliament voted for this law on May 30, 2023”. Apparently, it really took Zelenskyy ten effing months to sign that bill. So, in the meantime, reinforcements for the AFU had been considerably reduced. Ain’t the president aware that it takes soldiers to win this war? Or is he too afraid of making unpopular decisions? WTF? 😠
It looks like he is more worried about his own personal future, than the future of Ukraine.
It didn’t look that way in 2022, but somewhen over the years he must have lost his sound reasoning. Actually, he’s becoming more like Scholz, who never presents good explanations for his decisions, or often indecisiveness, neither. Has the big German hesitater been a bad influence? 🤔
