I’m quite cerrain that this is just a money gathering scheme by the corrupt occupiers. For all those “subscriptions”, they may buy a single hand cranked siren from the 1940s and pay some drunkard to turn the lever once a day. 🙄
If the orcs air defence systems can’t detect ATACMS, the citizens won’t need a warning, they will just see the explosions.

Not being able to detect HIMARS or ATACMS should be embarrassing enough, but asking their citizens to pay for air defense warning is supposed to increase the level of embarrassment. Did I understand their mentality correctly?
