The number of road accidents with fatalities on state roads has decreased by 33.3% over the last six years. Positive dynamics was also noted in the National Police, in particular, no fatalities as a result of road accidents were recorded in Ukraine recently. Also this week, the number of accidents decreased by 46%.

Today, Ukravtodor’s priority is the implementation of infrastructure solutions that directly affect the improvement of traffic safety, especially at the stage of development of road rehabilitation projects.

What systemic steps does Ukravtodor implement to make the roads safe? 

Currently, Ukravtodor together with the Ministry of Infrastructure of Ukraine and the Reform Support Team are preparing a state strategy for the introduction of zero tolerance for mortality on highways. This strategy is based on the principles of the Swedish Vision Zero program.

Thus, the final stage of approval of the Action Plan for the implementation of the Strategy for Improving Road Safety in accordance with the State Road Safety Program has been developed and is underway, which will implement measures to reduce mortality on Ukrainian roads and minimize fatalities in road accidents.

Vision Zero – zero road deaths. Thanks to a well-designed security system, security is assessed by certified auditors at each stage of the infrastructure cycle. This is a common international practice that has been working in Ukraine since the beginning of 2021. After all, the systematic improvement of road safety is based primarily on quality projects, as well as on a system of measures to prevent accidents. 

Road safety audit – an independent, systematic and detailed assessment of the impact of design decisions on road safety. From March 1, 2021, according to the law, roads of international and national importance are subject to mandatory audit. This allows you to quickly identify and eliminate the shortcomings of the project, refine individual decisions based on professional expertise, and ensure the elimination of possible factors that affect the causes and complexity of the accident.
New road safety standards

At the initiative of Ukravtodor, a new standard of measures aimed at calming traffic was developed and approved, developed on the basis of the vision zero concept.

One of the first elements of Vision Zero introduced by Ukravtodor was new means of traffic calming or traffic calming measures. According to the changes made in DSTU 4123: 2020 “Road safety. Means of calming the movement. General technical requirements “, the list of means is expanded. 

What means will force drivers to slow down? After all, previously roundabouts, noise lanes, elevated pedestrian crossings, narrowing lanes, guide islands and “lying policemen” were officially allowed. And from November 1, 2020, security islands, curb extensions, chokers, dividing strips were added to the list.

In addition, in future projects, on international high-traffic routes, we are removing dangerous left turns and building transport interchanges to separate traffic flows. 

We also take into account safety for cyclists – we are currently actively developing a network of bicycle routes throughout Ukraine, especially on roads of national importance.

Road signs, markings and thousands of kilometers of lighted roads

Prevents accidents and new road navigation, which is arranged at the sites of large-scale construction since last year. An experiment to establish a new road navigation was launched in 2020 by Ukravtodor, Agents of Change and the National Police. Now we are installing new signs on all repaired roads.

In addition, about 50 thousand units are installed annually on roads of national importance. road signs and about 12 thousand guide columns, new and existing traffic lights are installed and repaired, road markings are renewed. By the way, in 2022 it is planned to update the marking for 29,000 km.

Since the beginning of the “Big Construction” program, 1254 kilometers of roads have been illuminated, and we increase this figure every year.  

One of the effective measures to reduce the number of violations of traffic rules by drivers is the introduction of complexes for automatic recording of violations of traffic rules. At present, 120 such complexes have been installed on public roads of state importance.

The purpose of Ukravtodor is to minimize the concentration of accidents on the country’s highways. Currently they are accounted for – 43.
