Russia: HSE experts estimate the total volume of bribes in public procurement at 6.6 trillion rubles

Experts from the Institute of Public and Municipal Management of the Higher School of Economics conducted a study of corruption in public procurement, RBC writes.

The authors of the study anonymously interviewed companies involved in public procurement and found out the following:

  • More than two thirds (71%) of suppliers faced corruption in the course of competitive procedures;
  • On average, the amount of kickback in a corruption scheme is almost one fifth of the total amount of the state contract;
  • For 37% of respondents in the course of the study, the main factor for obtaining a government order is collusion – vertical (between the customer and the supplier) or horizontal (between the companies – participants in the auctions);
  • 83% of those surveyed said they condemn corruption. They are forced to fight for the order in illegal ways too high competition for the state order.

The total volume of bribes in the field of public procurement, according to the authors of the study. amounted to  6.6 trillion rubles , which corresponds to 6.2% of Russia’s GDP.

The size of the bribe was called different: the amount varied from 3 to 65% of the cost of the state contract. More often than others, options were named 3, 5, 10, 15 and 20%. Zero amount of bribes was mentioned by 14% of respondents.
