For missiles carrying one ton of explosives this seems piss-poor.
It depends what was in these barracks. My guess they were not just holding personnel. It seems a waste to use 3 missiles on an empty building, but as the author stated, maybe they wanted to calculate the destruction by attacking something they could easily monitor.
