The Rosneft oil depot on the eastern outskirts of Penza, which was attacked by Ukrainian drones, has been burning for two days, according to a statement from regional Governor Oleg Melnichenko. He said 150 firefighters and 40 pieces of equipment are involved in the cleanup efforts. Due to the specific nature of firefighting at such facilities, rescuers are allowing the oil products to burn out completely and attempting to prevent the flames from spreading, the governor noted. Furthermore, due to the low temperatures in the region, a special warming station has been set up for firefighters near the scene.
An oil depot belonging to Penzanefteproduct JSC (Rosneft) and one of the largest oil product markets in the Penza region and Mordovia, was hit by Ukrainian Armed Forces drones on the night of January 23. Melnichenko reported a fire at the facility and no casualties. The General Staff of the Ukrainian Armed Forces later confirmed the strike on the oil depot, noting that it is used to supply the Russian Armed Forces. Fuel from the depot is also supplied to local gas stations. The distance from the Ukrainian border to Penza, as the crow flies, is over 1,000 kilometers.
The region had previously come under attack from Ukraine in late July 2025. At the time, the governor reported an attack on a plant in the Zavodskoy district of the regional capital, which also resulted in a fire. Kyiv reported that the target of the attack was Radiozavod, which works for Russia’s military-industrial complex.
