The Avtostrada Group of Companies has stopped work on protecting Kyiv’s water supply facilities after a verbal instruction from the management of the State Agency for Infrastructure Restoration and Development of Ukraine. This was announced by the CEO of the Avtostrada Group of Companies, Maksym Shkil.

According to him, in October 2026, the company received an urgent task from the customer – the Restoration Agency – to begin implementing projects to protect Kyivvodokanal facilities. Given the criticality of the situation, Avtostrada agreed to take on legal risks and begin work without concluded contracts and confirmed financing.

“Understanding the severity of the problem, we took on all legal risks, starting work immediately – without contracts and without confirmed financing for the implementation of the facilities,” Shkil noted.

To complete the task, the company promptly engaged specialized specialists from the Autostrada design institute, began geological and geodetic surveys, and also urgently mobilized production units.

However, on November 4, instructions were received from the customer to stop the implementation of these objects.

“According to the verbal instruction of the First Deputy Head of the Recovery Agency, Inna Vnukova, Avtostrada must stop the implementation of the specified objects,” the company’s head said.

On November 5, the management of Avtostrada held a personal meeting with the head of the Restoration Agency, Ivan Fedorov. During the meeting, the issue of the company’s further participation in projects to protect the capital’s water supply was discussed.

“At a personal meeting with Ivan Fedorov, it was clarified: should Avtostrada continue the implementation of water supply protection facilities for the city of Kyiv? The answer to the question was: “no” due to the fact that “there are tensions in relations with the Avtostrada company,” Shkil wrote.

According to him, at the end of the day on November 5, the company stopped the implementation of projects, removed employees from the facilities, and focused on performing other work for which customers do not make chaotic decisions.

Shkil also suggested that Ivan Fedorov may intend to transfer the implementation of these facilities to other companies. According to him, these are enterprises that did not have the necessary production capacities, personnel, technology, experience, and equipment before Fedorov was appointed head of the Zaporizhzhia OVA.

“I would not be surprised if Ivan Fedorov has plans to implement these facilities by companies that, before his appointment as head of the Zaporizhia Oblast OVA, did not have the volumes, employees, technology, experience and equipment, and since his appointment, have received over 10 billion in contracts. In addition, since the appointment of Ivan Fedorov, these companies have received over 2 billion UAH in contracts in the Recovery Agency system,” said the CEO of Avtostrada.

He also linked the situation to the implementation of instructions from Ukrainian President Volodymyr Zelenskyy regarding the protection of critical infrastructure.

“This is all you need to know about the level of management and Ivan Fedorov’s implementation of direct instructions from President Volodymyr Zelensky regarding the protection of critical infrastructure,” Shkil noted.

Separately, the head of Avtostrada denied the information released by Ivan Fedorov regarding the company’s alleged refusal to participate in the project to protect Kyiv’s water supply.

According to Shkil, written confirmation of the company’s readiness to implement the project was sent to the customer’s official email on October 23.

“The information about Avtostrada’s refusal to participate in the project to protect the water supply of the city of Kyiv is a lie. Moreover, written confirmation of the company’s readiness to implement the project was sent to the customer’s official email on October 23 (copy in the comment),” he said.
