The Kremlin regime is forced to revise its narratives regarding the war against Ukraine due to its failure to achieve its initial goals. Thus, the new Russian narrative is that of a “non-aligned ” and ” nuclear-free” Ukraine.
This was announced by the head of the Office of the President of Ukraine, Kyrylo Budanov, on the sidelines of the Kyiv Stratcom Forum 2026. His words are quoted by Ukrinform.
“Time passes, and under the influence of the unpleasant reality they (Russians – ed.) face, they have to find answers for their society. And each time this bar is lowered. Everyone sees it,” he said.

In addition, the head of the Office of the President of Ukraine noted that the Kremlin’s narrative of ” Kyiv in three days ” has turned into ” Donbas at any cost .”
“About a week ago, if I’m not mistaken, another new narrative appeared: ‘Ukraine should be a nuclear-free state and not join any military alliances.’ This is a new goal, that is, the bar is still being lowered a little. This is normal, because time is passing and, obviously, since we are communicating with you here now, the goal has not been achieved,” he said.
Separately, Kyrylo Budanov noted that Moscow realizes that maintaining the “Kyiv in three days” narrative by explaining it to the Russian Z-audience is no longer realistic.
“They are also starting to prepare society that the issue of “give it to Donbas” will not happen. This is also unrealistic. Therefore, they are starting to say that we will achieve that they (Ukraine – Ed.) will be non-aligned, for example. This is also a victory. Therefore, this is an absolutely normal transformation,” he said.
Recall, earlier Kirill Budanov stated that the further fate of the May truce depends on Russia’s actions . According to him, Ukraine is demonstrating readiness for a ceasefire provided that the enemy reciprocates.
In addition, the head of the bank called fears about a nuclear strike that Russia could launch unfounded . However, he noted that the Russian arsenal remains a serious threat, and assured that if there were any signs of preparations for a nuclear strike, he would know about them.
As OBOZ.UA reported, in Budanov’s opinion, a dialogue between Ukrainian President Volodymyr Zelensky and Kremlin leader Vladimir Putin will not happen suddenly, “like a bolt from the blue.” At the same time, if Moscow sincerely hints at such a conversation, Kyiv “would also be ready.”
