According to economist Belousov, the Kremlin needs to adapt the experience of the war in Ukraine to modern military education.

Economist Andriy Belousov , who will replace the Minister of Defense of the Russian Federation Serhiy Shoigu, said that “every ruble” of budget funds should go to the effectiveness of the Russian army. As ASTRA reports, Belousov said this during a meeting of the Federation Council, where he listed the tasks set before him by dictator Vladimir Putin. The first of them is to integrate the economy of the Armed Forces into the general economy of the country.

“This task is not easy, it is complex, it involves, first of all, the optimization of military expenses. I want to emphasize that optimization does not mean a general reduction. Optimization, first of all, means increasing their efficiency, so that every ruble of budget money, which, in the end, is paid by our citizens and businesses, brings maximum effect,” he said.

As Belousov emphasized, everything that is “effective and advanced” in the Russian Federation must work to achieve victory, to ensure the solution of the tasks of the Russian Armed Forces.

According to ASTRA, the second task is related to the preparation of the military economy for new technologies and personnel. Belousov listed the tasks that Putin had set before him

Belousov also called recruiting people for the war an important task. As The Moscow Times writes, during his speech at the Federation Council, he called the completion of the armed forces and the recruitment of contract workers an important task, although it is not about mobilization.

“We are not talking about mobilization, about some extraordinary measures. We are talking about planned measures, but this process has already been launched, as well as the call of citizens, and what is especially important is contracting,” he said.

In the context of “optimization of military spending”, he stated that business should bring maximum effect.

“This also applies to provision. The production and supply of new military equipment and weapons. And personnel provision,” Belousov noted.

According to him, “certain problems have accumulated” in the field of military education, despite the “great work” done by former Defense Minister Shoigu. According to Belousov, the experience of the war in Ukraine must be adapted to modern military education.

Appointment of Andrii Belousov: what is known

It will be recalled that on May 12, Vladimir Putin proposed to appoint Andrii Belousov as Minister of Defense instead of Sergei Shoigu. ISW analysts noted in the report that Putin is reshuffled to step up preparations for a protracted war with Ukraine and possibly prepare for a future confrontation with NATO.

The Financial Times believes that the appointment of Belousov to the position of Minister of Defense shows that Putin is ready to fight seriously and for a long time .

Belousov is a longtime associate of Putin and shares his worldview. He has been involved in most of Russia’s recent budgets and is expected to tighten his grip on the country’s military economy.
