Europe surpasses US in aid to Ukraine, report says

For the first time since June 2022, European countries have surpassed the United States in terms of military assistance to Ukraine – 72 billion euros versus 65 billion.

It is noted that European support for Ukraine increased significantly in March and April 2025. In two months, European countries allocated 10.4 billion euros in military aid and 9.8 billion euros in humanitarian and financial assistance. This is the largest combined figure for any two-month period since the start of Russia’s full-scale war against Ukraine, the report said.

The recent increase in European aid to Ukraine is driven by a small group of countries.

Among them, the Nordic countries stand out: Sweden allocated €1.6 billion in March and Norway €670 million in April. These are record monthly figures for both countries.

The UK has allocated €4.5 billion to Ukraine this year, including €1.8 billion from the proceeds of frozen Russian assets. France has allocated €2.2 billion, including almost €195 million from interest on frozen Russian assets.

While Spain and Italy allocated only 10 and 20 million euros, respectively, to Ukraine in 2025. Germany allocated 650 million euros – about 70% less than for the same period in 2024.

The report also mentions that the United States – previously Ukraine’s largest donor – has not announced any new aid to Kyiv since early January of this year.

The report’s authors note that European countries are compensating for the cessation of US aid to some extent, at least financially.

Earlier, The Telegraph wrote that Washington is effectively suspending military aid to Ukraine.
