Earned “customs visa-free”: to Ukraine and from Ukraine, goods follow the procedure of joint transit

In Ukraine, the provisions of the Convention on a Common Transit Procedure came into force and the possibility of international movement of goods with 35 other countries with one transit document opened up for business.

Today, on October 1, the so-called ” customs exemption ” has been launched in Ukraine.

According to the Ministry of Finance, from today the provisions of the Convention on the Common Transit Procedure have come into force in our country and the possibility of international movement of goods with 35 other participating countries under one transit document has opened up for business.

It is noted that the first country from which the cargo was sent for delivery to Ukraine under the joint transit procedure was Germany. Ukraine also released goods under the joint transit procedure for delivery to Germany.

“The first T1 transit declaration was sent today from Germany to Ukraine. Customs officers already see it in the NCTS electronic transit system and are waiting for the truck to arrive. On October 1, Ukraine also issued the first transit declaration to leave Ukraine. The cargo now follows through Poland to Germany “, the ministry said.

It is noted that in accordance with the “customs visa free”, for the delivery of goods from one country to another, a single transit document is submitted: from the customs office of departure to the customs office of destination. This speeds up the passage of customs formalities at the border and reduces the associated costs for businesses.

 On August 30, President of Ukraine Volodymyr Zelensky signed documents on the implementation of a “customs visa-free regime” with the European Union.

Earlier, on July 7, the European Commission decided to invite Ukraine to the Convention on the Common Transit Procedure (NCTS) and the Convention on the Facilitation of Formalities in Trade in Goods, which means joining the state to the ” customs visa-free regime” .

The Convention on a Common Transit Procedure is the basis for the movement of goods between 35 countries: EU Member States, countries of the European Free Trade Association (EFTA/EFTA), Turkey, North Macedonia and Serbia. The technology behind the Convention is the New Computerized Transit System (NCTS). It is available only to members of the Convention.

To join the convention, Ukraine had to introduce NCTS. From 2021, the State Customs Service began to introduce NCTS at the national level.
