Russia systematically violates international humanitarian law, the UN leadership says.

Russia’s “disturbing pattern” of double-strike tactics , in which Ukrainian doctors and rescuers are hit in the second strike, is “cruel and unacceptable.” UN Deputy Secretary-General for Humanitarian Affairs Edem Wosornu stated this at a briefing for the UN Security Council .

“In recent weeks, we have seen a particularly alarming pattern in the sequence of attacks. As first responders or emergency services rush to the scene of an attack, a second wave of attacks strikes the same location, killing the wounded and causing death and injury to those who quickly arrived on the scene.” to help those who need it,” she said.

The UN Deputy Secretary General emphasized that such actions by the Russians “clearly increase the suffering of the wounded and incapacitate those who are the first to respond” to Russian strikes.

“Attacks targeting the wounded and those helping them are prohibited under international humanitarian law. They are cruel, unconscionable and must stop,” Vosornu said.

She also expressed regret that Ukraine is now “undergoing one of the worst attacks since the start of the war.”

“Not a single day goes by without airstrikes, which destroy the lives of more and more families across the country. (…) Tolerating war is not normal. We call on the Security Council not to allow this war to remain unanswered and without a solution. This causes continuous death, destruction and difficulties,” summed up the UN Deputy Secretary General.
