Only his cost/benefit calculations. If he thinks he can achieve his objectives he will do it. At the moment he probably thinks that that the cons outweigh the pros, but that could change.
I think the gutter rat would spook even his own cockroach population by using nukes, not to mention the chinks, which scares him the most. So, I don’t think that the shit-eating amoeba will use them. But I agree with you that he would love to do so seeing that he has no soul.
