A draft resolution requesting recognition of the so-called Donetsk People’s Republic and Luhansk People’s Republic  was submitted to the State Duma of the Russian Federation.

The full text of the document was published by the Russian propaganda publication RIA Novosti.  

The Communist Party of the Russian Federation, headed by Gennady Zyuganov, has prepared an appeal to Russian President Vladimir Putin. It voiced a request to recognize the independence of certain regions of the Donetsk and Luhansk regions.

“The State Duma of the Federal Assembly of the Russian Federation appeals to you, dear Vladimir Vladimirovich, with a request to consider the issue of recognition by the Russian Federation of the Donetsk People’s Republic and the Luhansk People’s Republic as independent, sovereign and independent states,” the draft appeal says.

The authors of the appeal call the corresponding decision “justified and morally justified.” They are sure that during the years of occupation by illegal armed groups of the Russian Federation, “democratic bodies and a state with all the attributes of legitimate power” were formed. 

The deputies also insist on holding talks as soon as possible “in order to create a legal basis for interstate relations” and build cooperation in various fields, including the security sector.

The representative of the Communist Party of the Russian Federation Kazbek Taysaev earlier expressed confidence that the initiative would be supported and implemented in the near future, Russian media wrote . He also drew analogies with South Ossetia and Abkhazia. 

There is no reaction from the Kremlin yet – Putin’s press secretary Dmitry Peskov said that the document had not yet been read in the Kremlin.

Recognition of “L/DPR” by Russia

In November 2021, Putin signed a decree on “providing humanitarian support” to the population of certain areas occupied by Russia in the Donetsk and Lugansk regions.

In particular, Putin instructed the government of the Russian Federation to take a number of measures within a month to soften the conditions for admitting goods with CADLO to the Russian market. We are talking, in particular, about the admission of such goods to public procurement on a par with Russian ones.

In addition, the government of the Russian Federation was also instructed to ensure, within a month, that certificates of origin of goods issued by organizations actually operating in the territory of Donbas occupied by Russia are recognized in Russia as valid.

The head of the Ministry of Health of Ukraine then condemned the signing of the decree.

“It clearly contradicts the letter and spirit of the Minsk agreements,” Kuleba stressed.

In 2014, the Russian side began to shake up the situation in the Donbass and supported the militants, who then captured part of the east of Ukraine and created the self-proclaimed “DNR” and “LNR”. The militants have repeatedly stated that they see pseudo-republics as part of Russia.
