The law allows a person to simultaneously hold citizenship of two or more states.

President of Ukraine Volodymyr Zelensky has signed a law on multiple citizenship , the official website of the Verkhovna Rada of Ukraine reports .

It is noted that the Law “On Amendments to Certain Laws of Ukraine Regarding Ensuring the Implementation of the Right to Acquire and Preserve Citizenship of Ukraine” was signed by the Head of State today, July 15.

The law states that multiple citizenship is the simultaneous belonging of a person to the citizenship (subjectivity) of two or more states.

President of Ukraine Volodymyr Zelensky announced on Telegram that he had signed a law on multiple citizenship, and this will create more real legal foundations for the unity of millions of Ukrainians on all continents, as well as those representatives of other peoples who have linked their fate with Ukraine.

Zelensky also announced that he had signed the documents adopted today, July 15, including the ratification of the Agreement on the Establishment of a Special Tribunal for the Crime of Russian Aggression against Ukraine, as well as the suspension of the Ottawa Convention on Anti-Personnel Mines for Ukraine.

“I am grateful to the people’s deputies of Ukraine for supporting these decisions. Each one strengthens Ukraine,” Zelenskyy emphasized.

He added that thanks to the tribunal and cooperation with countries around the world and international organizations, it will be possible to ensure the real inevitability of Russia’s punishment for the war against Ukraine.

“And thanks to steps to use certain types of weapons, in particular anti-personnel mines, we will be able to achieve at least parity in the forces and means necessary to protect against Russian aggression. Russia has never been a party to the Ottawa Convention and has never taken honest steps within the framework of any arms reduction policy or humanization of weapons use practices,” he added.Read also:

The President of Ukraine announced that he instructed government officials to urgently work on and adopt all bylaws to implement these laws, in particular, to begin identifying the first partner states with which multiple citizenship will be introduced. 

Law on Multiple Citizenship in Ukraine – what is known

As UNIAN reported, the country’s Verkhovna Rada supported the introduction of multiple citizenship in Ukraine on June 18, 2025. This decision was supported by 243 people’s deputies of Ukraine.

The adopted law establishes permissible cases of multiple citizenship, defines the features of acquiring Ukrainian citizenship and its renewal, and also revises the grounds for losing Ukrainian citizenship.

Cases of permitted multiple citizenship are envisaged in the case of:

• simultaneous acquisition by a child of Ukrainian citizenship and citizenship of another state at birth;
• acquisition by a child who is a citizen of Ukraine of the citizenship of his adoptive parents;
• automatic acquisition of another citizenship by a citizen of Ukraine as a result of marriage to a foreigner;
• automatic acquisition of another citizenship by a citizen of Ukraine who has reached the age of majority, if he has not received a document confirming his citizenship of another state;
• acquisition of Ukrainian citizenship in a simplified manner by foreigners;
• acquisition by a citizen of Ukraine of citizenship of states from the list established by the Cabinet of Ministers.

For foreigners who are serving in the Armed Forces of Ukraine under a contract, one year of service during martial law is enough to qualify for Ukrainian citizenship.
